<P><FONT face=3D"Times New Roman">On December 7th, members of the =
Governmental=20
Affairs Committee met with members of the Real Property Section of the =
Florida=20
Bar to discuss legislative and industry issues. As most would expect, =
Butler was=20
the primary topic. I was told this was the first such meeting of the two =
groups,=20
and was intended to exchange ideas and industry concerns. The =
interesting part=20
of the meeting was the like-mindedness of the two groups and the common =
problems=20
we share. To the casual observer, it would be difficult to identify the =
members=20
from the two groups.=20
<P>We set no agenda other than to satisfy our mutual curiosity as to =
each=20
group's current thoughts and anticipated actions or reactions to the =
upcoming=20
legislative session. Most in attendance felt that the best result of =
this year's=20
legislative session would be no significant change. While there had been =
no=20
formal vote by the Section to support or oppose to supporting it. =
Norwood Gay=20
stated he now opposes it as well. (FLTA previously voted to oppose it.)=20
<P>The timing and tone of this meeting is important due to our February =
vote on=20
the proposed bi-law change to permit full membership for attorney =
agents. With=20
the uncertainty of our political, legislative, regulatory and economic =
future,=20
it is extremely important for the industry to have a common belief and =
possibly=20
a common voice.=20
<P>As far as rebates, residential rebates appear to be limited to the =
Tampa=20
Agent advertising in the newspaper. There were stories of requests for =
rebates=20
on multi-million commercial transactions but no set percentage was =
indicated.=20
<P>Over the next year, the new Commissioner will be watching and if =
rebating=20
becomes the norm, we may anticipate a rate reduction. Our long-term =
economic=20
future could be decided in the next few months with rebates being the =
deciding=20
factor.=20
<P>I hope everyone has a very busy Holiday Season and prosperous New =

been elected to the Board of Governors for the American Land Title =

He will serve as chairman of the Title Insurance Underwriters Section =

<P>In the 20 years that Kovaleski has been with the Fund he has been=20
instrumental in developing long range strategies that has allowed the =
Fund to=20
become the sixth largest title insurance underwriter in the country and =
the=20
market leader in Florida. Chuck is a graduate of the University of =
Illinois=20
College of Law and a member of the American, Florida, Illinois and =
Orange County=20
Bar Associations. The FLTA has enjoyed consistent support from the Fund =
and is=20
proud to have one of our members in this important leadership position =
with the=20
ALTA.=20
